HCA has worked nationally and internationally to evaluate and enhance programs aimed at fostering the healthy development of youth.
We have also undertaken formative evaluation work on community-based approaches to reducing child poverty.
In Ontario, HCA evaluated the implementation of the federal Community Action Plan for Children (CAPC). Monitoring and evaluating alternative education programs for youth-at-risk is another focus of our work. Internationally, HCA completed a baseline study of youth sport programming and policy in five regions of the world. We also evaluated a program aimed at enhancing child development and community capacity through sport and play activities for Internally Displaced Person (IDP) communities and schools.

- Evaluation of two Kativik Regional Police Force programs- Prevention Program & Cadet Program. Both programs aim to increase the awareness of public safety issues, increase the awareness of the role of KRPF and ultimately decrease crime rates in Nunavik.
- Evaluation of the SMART Karate Program on behalf of the Kativik Regional Government’s Recreation Department. The SMART Karate Program provides technical and theoretical martial arts instruction to young adults while provide emotional and physical skills. The program also aims to promote positive and healthy life skills.
- An impact evaluation of the Multisystemic Therapy Program (MST) on behalf of the Department of Public Safety and Emergency Preparedness Canada. MST is a model intervention for reducing recidivism, preventing delinquency, reducing the need for out-of-home placement, and reducing drug use among high risk youth.
- HCA completed a program evaluation of the Kativik Regional Government’s CIRQINIQ Program. The program, in collaboration with Cirque du Soleil, encourages youth to make positive lifestyle choices, putting to use circus arts to reach out to youth. The program aims to promote education and employment, reduce alcohol and drug abuse, and discourage violence.
- A summative evaluation of the Community Action Program for Children (CAPC) on behalf of the Public Health Agency of Canada
- An evaluation of the Katimavik program, an alternative education program for young Canadians aged 17-21.
- An evaluation plan for Give Yourself Credit, a Guelph program designed to provide improved access to housing and educational opportunities for youth aged 16-18.
- An evaluation of the SportWorks program implemented by Right to Play in Azerbaijan which uses sport and play as tools to enhance healthy child development, build community capacity, and use the convening power of sport and play to provide education and prevention messages to children and youth.
- An evaluation of the 2nd Chance Program in York Region, an alternate education program for youth at risk. The evaluation was conducted on behalf of Justice Canada, Ontario Social Development Council.
- An outcome based evaluation of the Community Action Program For Children, Ontario Region on behalf of the Public Health Agency of Canada.
- An implementation review of the Ontario Early Years Centres Program on behalf of the Ministry of Children and Youth Services.
- An assessment of employment outcomes of private career college graduates and students who did not complete their program one year after the end of the program on behalf of the Nova Scotia Department of Education.
