|Elaine has over 15 years’ experience leading and implementing a wide range of strategic, programmatic and quality assurance processes to support leadership and staff in development and humanitarian aid programs. To date, her expertise has covered on-going learning and improvement in over 25 countries across 11 sectors. She has a Master’s degree in Rural Planning and Development and a Bachelor’s degree in Geography and French, with honours. She is working towards her Credentialed Evaluator certification.
Elaine has designed and led over 25 evaluation processes for program learning and improvement. She has designed and facilitated the implementation of to-end program planning, monitoring, evaluation, and learning processes for four major programs globally, in various sectors and regions of the world. She is specialized in developing integrated frameworks for organizations that help them to measure key metrics and program impact in efficient ways. She is experienced in a wide range of quantitative and qualitative data collection tools, including household surveys, youth surveys, Focus Group Discussions, Key Informant Interviews and a variety of participatory methodology and processes, as well as with mobile data collection and analysis programs. She is also experienced with a variety of sampling techniques to find the best approach for the measurement processes while providing right-sized information in a timely manner with the resources available. She has conducted many monitoring, evaluation and learning workshops that build the essential skills of evaluators from community level to staff in organizations and government institutions, including at the Canadian Evaluation Society.
Elaine is also skilled in strategy development and institutional change. She supports leadership teams with fit-for-purpose tools and processes to strengthen their strategies and ensure measurable metrics for monitoring progress. In addition, she is experienced with implementing change management initiatives that consider all areas of organizational development that often comes with implementing strategy.
To complement this, Elaine has expertise in developing capacity building strategies and their implementation. She has created and facilitated over 20 workshops highly rated by participants for user-friendly curriculum resources and engaging learning methods.
Elaine is passionate about empowering clients and communities with the information that can inform change in their own lives. She seeks to work with leaders to develop simple processes to collect and summarize information in a concise way for timely decision-making and action that empower children, communities, and staff in organizations. There is nothing she loves better than sitting in a Focus Group Discussion under a mango tree in the community.
In her free time, she serves as a volunteer board member for Michael House Pregnancy and Parenting Support Services as well as being on the leadership team for her neighbourhood group and Diaspora church. She is the mother of two children who continue to amaze her as they move through their teens and supported by a beloved husband who enables her crazy evaluation adventures.
